A federal law strengthening the Russian Ministry of Transport’s interaction with federal subjects in the development and implementation of transport policy has been signed by the Russian President. The amendments will come into effect on March 1, 2027.
“The Ministry of Transport’s participation in the approval of candidates for regional transport ministers is a crucial tool for building coordinated collaboration. This approach will allow for the synchronization of strategic priorities at the federal and regional levels, taking into account the specific needs of individual territories. This collaboration is based on the principle of mutual responsibility: the federal center provides methodological and resource support, while the regions ensure high-quality project implementation at the local level,” emphasized Transport Minister Andrei Nikitin.
The law is part of the Ministry of Transport’s comprehensive work to create a basic industry-wide regulatory act—the Law on Transport Policy in the Russian Federation. It is intended to enshrine for the first time at the legislative level the strategic foundations of the state’s transport policy, standardize key terminology, and form a legal framework for regulating the transport sector.
The innovation, concerning the procedure for approving candidates for regional transport ministers, is aimed at ensuring the unity of management of the country’s transport system while simultaneously preserving the powers granted to the regions.
