Construction of a second protective screen, 25 meters high and 822 meters long, has been completed at the specialized coal terminal “Osterra” (formerly “Daltransugol“), part of the “Port Alliance” group of companies). The facility is scheduled for commissioning in March 2026, according to the company’s press service.

The new facility is designed to prevent wind-blown coal dust from entering the port waters and the nearby village of Toki. Dust suppression efficiency will be 76.5%.

The windscreen consists of nine sections. The total weight of the 25-meter-high supporting metal structures is 1,500 tons. These vertical supports and connecting links support 27,000 perforated panels, which reduce wind speed causing coal dust to settle within the warehouse. The 7m deep foundation provides strength. “This method is considered a best available technology (BAT) recommended by ‘Rosstandart’ Federal Agency for coal handling facilities,” the statement emphasized.

The second protective screen is part of a four-part ring-shaped protective structure with a total length of 2.5 km. The first facility is already in operation. The foundation for the third is under construction and is 80% complete. Construction of the fourth is scheduled for 2027–2028.
