This topic was discussed during a meeting at the Federation Council of Russia, which was chaired by Viktor Kalashnikov, a member of the Economic Policy Committee. During the meeting, the outdated river fleet, worn-out infrastructure, reduction in cargo transportation and the lack of cruise ships were named as key problems for shipping along the Amur River.

“It is important to develop measures to update the cargo, passenger and auxiliary fleet assets, to organize cooperation between shipbuilding and repair facilities in the regions where the Amur River flows. In the Khabarovsk Territory, as well as the Amur Region, there are production capacities that can be used through preferential leasing programs to update the cargo and passenger fleet on the Amur,” said Mr. Kalashnikov.

Viktor Kalashnikov noted that multimodal cargo processing facilities using river transport are being formed in the area of ​​Blagoveshchensk, Dzhalinda, Nizhne-Leninskoye, Bolshoy Ussuriysky Island, Khabarovsk, Komsomolsk-on-Amur, Nikolaevsk-on-Amur. The Russian Ministry of Transport and Rosmorrechflot are coordinating the creation of modern transshipment hubs, where inland water and other means of transport interact.

The senator believes that there is serious potential for increasing tourist passenger traffic along the Amur River, restoring the previously popular cruise shipping from Blagoveshchensk to the Lower Amur. As a successful example, Viktor Kalashnikov mentioned the experience of developing such shipping on the Volga River within the framework of the federal project “River Highways”, which unites more than 10 regions of Russia.

Today, the Amur River affects the interests of several regions located in the river basin. The Federation Council believes that it is necessary to move towards developing an interregional program for the development of cargo, passenger and cruise shipping on the Amur River, taking into account the renewal of port infrastructure, fleet, and compliance with environmental requirements. Such a document should be developed in coordination with the Ministry of Transport, the Ministry for the Development of the Russian Far East, the Ministry of Industry and Trade, Rosmorrechflot Federal Agency and all interested entities of the Far East.
