According to VTB CEO Andrey Kostin, “this topic is closed”

The deal to merge the “Zvezda” shipbuilding facility (Bolshoy Kamen, Primorsky Territory) into the United Shipbuilding Corporation (USC, managed by VTB Bank) has been cancelled. VTB CEO Mr. Andrey Kostin told journalists about this, Interfax reports.
He clarified that “there is no deal and there will not be one,” since “USC does not have available funds yet, and there is an effective owner there, he will continue to work, the topic is closed.”
Recall that in early November 2024, Rosneft and VTB announced the start of negotiations on “Zvezda” shipbuilding facility joining USC. The assessment of “Zvezda” for joining the corporation was to be completed in the first quarter of 2025.

The “Zvezda” shipbuilding facility (Bolshoy Kamen, Primorsky Territory) has been created by a consortium headed by PJSC NK Rosneft since 2009. “Zvezda” is the first Russian shipyard for large-tonnage production, designed to produce ice-class vessels, ships with a displacement of up to 350 thousand tons, special purpose vessels and other types of marine equipment.
