The corresponding decree of the Russian government is expected to be issued by the end of 2024

A pilot project for a single maritime operator for northern delivery is planned to be launched in 2025. First Deputy Minister for Development of the Far East and Arctic Gadzhimagomed Guseinov announced this during a strategic session on the management of northern delivery “Northern delivery: reliable, fast, affordable”, IAA PortNews correspondent reports.
“The government is appointing a single maritime operator, and starting next year we will launch a pilot project in Chukotka… We have developed a draft government decision, we are waiting for its adoption by the end of this year,” the deputy minister said.
As Konstantin Solonsky, Deputy Governor and Chairman of the Government of the Chukotka Autonomous Okrug, commented, the region expects the single operator to ensure reliable supplies at stable prices. “For three years, we will understand that we will have a reliable supplier of the service. And most importantly, we will have a clear understanding of the price, which will change by a certain coefficient, and we know for sure that within three years we will not have any sudden changes in this price,” said the district representative.
In the future, the project is also expected to expand to the Arkhangelsk, Murmansk, Magadan, Sakhalin regions, Krasnoyarsk and Kamchatka territories, and the Republic of Sakha (Yakutia).
As PortNews reported, the northern delivery of 2024 was 99% completed as of December 3. About 3.4 million tons of cargo were delivered, 90% of which were fuel and lubricants. It is expected that in 2025, 3.4 million tons of cargo will also be delivered via the northern delivery route.
