The issue of creating a multimodal hub on the Amur River is on the agenda

Russian Prime Minister Mikhail Mishustin at the meeting with the head of “Rosmorrechflot” federal agency Andrei Tarasenko, asked to create programs for the construction of river hubs. A transcript of the conversation was published on the government website.

Mr. Tarasenko presented the results of the agency’s activities for 2023. “Rosmorrechflot” is in charge of 63 ports, which processed a cargo flow of 884 million tons. At the same time, overall production capacity stands for 1.3 billion tons. The leader in transshipment today is the Azov-Black Sea basin, which processed more than 291 million tons of cargo.

According to Andrey Tarasenko, in order to fully utilize the capacities of Siberian rivers Ob’, Irtysh, Lena, Yenisei in cargo transportation, “Rosmorrechflot” together with the state corporation “Rosatom”, plans to create hubs that will accumulate cargo and deliver it to the Northern Sea Route (NSR). “Today, for example, the rivers are very good, large ones – the Ob’, Irtysh, Lena, Yenisei – are not sufficiently used. Freight turnover on the rivers is declining because there are no hubs and no stevedores who must organize and accumulate cargo and provide a cargo base. Many companies have received licenses, they have deposits, but they do not have or have not yet built logistics”. 

The issue of creating a multimodal hub on the Amur River is also being considered.

“Same situation with Amur, if we look at the Far East. Our Far Eastern ports exceeded 238 million tons in 2023. Smaller than the south. We, the railway workers, and all the stevedores are talking today about how the rivers should be connected to the ports. That is, there should be a multimodal hub based on river ports, in which the seaport is also interested. Seaport must build this hub or participate in its construction, it must provide it with cargo. Everyone should understand that as soon as the navigation opens, the operation of river hub immediately begins. And the river starts actively working. Amur River, for example, used to transport 20 million tons in the past,” noted Mr. Tarasenko.

“We need to develop a program then, and we’ll see together what can be done,” the Prime Minister said in response.

Mr. Mishustin also noted that with the growth of river navigation, qualified specialists are becoming in great demand, including mechanics, stevedores, captains and technologists. According to him, special attention needs to be paid to personnel training, including the development of training programs in all related areas. He emphasized the need to link colleges and universities with customers who need personnel. “I am absolutely sure that such a harmonious program will help the industry. I would also ask you to think about this and present it to the government,” the Prime Minister said.

Currently, “Rosmorrechflot” administers six universities, which include 21 local branches, and one college. They train 55 thousand cadets, 10 thousand specialists graduate annually.
