A new resident of the ASEZ in Nikolaevsk-on-Amur has started modernizing port facilities

About 40% of private investment in the Khabarovsk ASEZ and the free port of Vladivostok (FPV) falls on the transport and logistics industry. Thus, almost a fifth of the investments of 2023 were allocated to two projects in the field of logistics: the creation of the OZON logistics complex and the restoration of the river port in Komsomolsk-on-Amur, reports the press service of the Far East and Arctic Development Corporation (FEDC).
As of January 1, 2024, 101 residents of the ASEZ and 25 residents of the FPV are implementing investment projects under agreements with the FEDC in the Khabarovsk Territory. The increase in private investment in 2023 amounted to 88.1 billion rubles, new jobs – 3030. 18.65 billion rubles and about 2600 jobs will be contributed to the regional economy by 16 new residents of the ASEZ and 2 residents of the FPV registered in 2023.
“The creation of new transport and logistics corridors and the localization of production near them are the trends of our time. Today, about 40% of private investment within the ASEZ and FPV regimes falls on the transport and logistics industry. With the turn of business activity to the Far East, major players in the sphere of logistics, communications, e-commerce and retail markets are coming to the Khabarovsk Territory… The throughput capacity of sea and river ports is expanding. A new resident of the ASEZ has begun modernizing port facilities in Nikolaevsk-on-Amur. Last September, the government of the Russian Federation decided to expand the ASEZ regime for this project,” said Deputy Chairman of the Government of the Khabarovsk Territory – Regional Minister of Economic Development Viktor Kalashnikov.
The modernization of the ports is carried out to create an international transport and logistics combined river-sea corridor on the Amur with cargo transshipment through ports in the cities of Khabarovsk, Komsomolsk-on-Amur and Nikolaevsk-on-Amur.
In addition, one of the residents intends to establish the production of composite materials and the construction of small vessels. It is planned to build 18 ships per year.
It is expected that in 2024, 8 companies will receive resident status; the declared investments will amount to 39 billion rubles. Among them are the Elga Management Company project, which includes the Pacific Railway and the Port Elga marine coal terminal in the area of Cape Manorsky on the coast of the Sea of Okhotsk. The total cost of the project is stated at 20 billion rubles, coal transshipment will be 30 million tons per year.
The status of residents of ASEZ and FPV implies zero taxes on profits, property and land for the first five years, insurance premiums reduced by 75% for 10 years, and the use of a free customs zone procedure. Residents of the ASEZ can also be provided with infrastructure and land.
